Ogden police identify man killed by officer in weekend shooting

OGDEN — The Ogden City Police Department held a press conference Tuesday afternoon to reveal additional details from a fatal shooting by one of its officers during an alleged domestic incident occurring over the weekend.

Police Chief Jacob Sube identified the deceased as 45-year-old Jeffrey Allen Blue.

The shooting occurred Sunday at around noon when officers responded to a woman requesting that police keep the peace as she gathered her belongings from her home, located in the 900 block of 1050 North Street.

Sube said Blue — the woman’s estranged husband — initially was confrontational and uncooperative. Consequently, the first responding officer “requested backup and waited for a second officer to arrive on-scene before proceeding.”

After the officers and the woman entered the home, Blue reportedly displayed “angry and confrontational” behavior.

“During the interaction, Mr. Blue made a statement about getting a gun. He then abruptly turned further into the home where he retrieved what appeared to be a handgun,” Sube told reporters.

At that point, one of the officers fired his duty weapon, striking Blue.

According to Sube, the officers on the scene provided first aid to Blue until medical personnel arrived. However, he ultimately was pronounced dead on the scene.

The incident currently is being investigated by the Weber County Critical Incident Team, which Sube said determined that the item retrieved by Blue was a replica firearm designed to closely resemble a functional weapon.

“While this finding clarifies the nature of the object, it does not diminish the complexity and gravity of the circumstance faced by the officer at that moment,” Sube said Tuesday. “Officers are often required to make life-or-death decisions in a matter of seconds, under immense stress and in dynamic, unpredictable situations. This incident highlights the significant challenges law enforcement face in safeguarding the public while ensuring their own safety and the safety of others.”

The officers who were involved in the incident remain on administrative leave, in accordance with department protocol.

Sube said the entirety of the incident was captured via body-worn cameras, calling the footage “a critical piece of evidence” in the ongoing investigation. He added that the footage remains in the custody of the Weber County Critical Incident Team.

Additionally, Sube noted that the Ogden City Police Department would be conducting its own, internal review of the incident.

“We’re looking at our policies and procedures,” he said. “Were those followed? How did that apply to what we’re doing in our work? And then always, always, in every situation — and not just an officer-involved (shooting) — what can we learn from them? How do we get better and how do we grow from them?”

It was noted that there are children who live at the residence; however, Sube stated he could not speak to their relation to the couple or whether they were present during the incident.

Sube also stated that police had been called to the home previously on several occasions but did not offer details about those incidents.

Finally, Sube spoke on the importance of transparency in these situations and offered his condolences to the families of those involved in the incident.

“We recognize that these events deeply impact Mr. Blue’s family, the loved ones of Mr. Blue and our community. Our thoughts remain with those feeling the weight of this difficult circumstance,” he said.
