Letter: Urging support for the Congressional Review Act
Utah is home to more than 352,000 small businesses that are vital to not only the state’s economy but the country as a whole. These small businesses are experiencing natural disasters frequently and facing an insurance crisis. However, there is a tool they can use to help alleviate the unexpected risks they may face — small captive insurance, also known as micro-captive insurance. This form of insurance allows small businesses to self-insure for risks that traditional insurance doesn’t always cover. Unfortunately, the IRS continues to make it more complicated to utilize small captive insurance, most recently with the Biden-era regulations that were released in January before he left office. Congress has an opportunity to help small businesses by enacting the Congressional Review Act (CRA). Rep. Mark Greene (R-TN) plans to utilize the CRA by introducing a joint resolution of disapproval to nullify the IRS regulations. Our own Rep. Blake Moore has always been a supporter of small businesses and helping Utah’s economy thrive. I’m hoping he will consider cosponsoring the joint resolution to help the small businesses of our state.
When businesses manage their risks more effectively, they can reinvest those savings into economic growth and job creation. It benefits the businesses themselves and strengthens our communities. I urge Rep. Moore and Republicans across Congress to advocate for this critical measure and consider its long-term positive impacts on the small businesses that drive our economy. Together, we can ensure these small business owners have the tools they need to succeed.
