Weber County Commission approves recommended RAMP grants

OGDEN — The Weber County Commission approved during its weekly meeting on Tuesday the 2025 slate of recommended grant funding through the Weber County Recreation, Arts, Museums & Parks, or RAMP, Board, following a presentation from Board Chair Kevin Burns.

The RAMP program is used to fund new and existing facilities for recreation, arts, museums and parks — as well as qualified cultural organizations and events — throughout the county. A local sales and use tax of one-tenth of one percent, or one penny for every $10, is collected within the county boundaries to fund the program.

Voters renewed the tax for another 10 years during the 2024 general election, with just over 66% of ballots recording a “yes” vote. The RAMP program was first approved in 2004.

Among the major RAMP grants for 2025 is $530,000 for Marriott-Slaterville City to fund Slaterville Park expansion. Additionally, Washington Terrace City will receive $500,000 for Phase 3 development of the Rohmer Park Pickleball Plaza and the USDA Forest Service-Ogden Ranger District will receive $500,000 for port ramp reconstruction at Pineview Reservoir.

Other major grants include $491,865 to Ogden City for Ogden Surf Wave, $328,000 to the Trails Foundation of Northern Utah for 27th Street Trailhead Phase 1 parking lot and trailhead construction and $300,000 to Farr West City for Phase One development at Meadows Regional Park.

According to Burns, just over $7 million in grant funding has been allocated for 2025.

During public comment, Washington Terrace Mayor Mark Allen thanked the RAMP board and Weber County for funding received by his city.

“Just to look at that list; that’s just unbelievable. The penny or two that I spend every year to be able to do some of these projects. … Washington Terrace, this year, was truly blessed to get some funding for a couple different items,” Allen said. “I sure appreciate that.”

Following a public hearing on the matter, the commission also approved several amendments to the county’s operating and capital budget for the 2025 calendar year.

Other approved action items include the appointment of a trustee to the board of the Ogden Valley Recreation/Transmission Special Service District, appointments to the Public Defender Board and the first reading of an ordinance amending the county’s solid waste fees relative to fees charged by Waste Management in the Ogden Valley for solid waste collection.

Approved consent items include contracts by and between the county and several entities for work and performances during the 2025 Weber County Fair, basic training agreements for individuals through the Weber County Sheriff’s Office and a $75,000 change order to the Wadman Corporation contract for the construction of the Weber-Morgan Children’s Justice Center.
