Weber County Commission approves 12th Street construction change, makes board appointments
OGDEN — The Weber County Commission held its weekly meeting at Weber Center on Tuesday morning, approving items including a change order to Phase 4 of construction on 12th Street/1200 South.
Contractor Staker Parson is adding a $24,930 expense for cast-in-place culverts. Plans had called for the installation of precast box culverts; however, one of the two concrete plants in Utah capable of fabricating box culverts has shut down, resulting in production delays for precast concrete items statewide.
The county currently is widening the corridor between 7100 West and 8300 West, a project that includes roadway and storm drain improvements. With the latest change order, the total adjusted contract amount for the project now sits at just over $14,948,000.
The commission also made appointments to a number of boards during Tuesday’s meeting.
After having served in 2024, Commissioner Sharon Bolos was appointed once again to serve on the Utah Association of Counties board of directors.
South Ogden Mayor Russell Porter, who the Weber Area Council of Governments recommended, was appointed to serve on the Weber Area Dispatch 911 and Emergency Services District Administrative Control Board. Commissioner Jim Harvey and Pleasant View Mayor Leonard Call also were appointed.
Lon Child, Emily Phillips, Heather Lowe and Marshall McGonegal were appointed as trustees to the board of the Ogden Valley Park Service Area. There had been confusion about whether the county or the park service area board has the authority to appoint board members due to an amendment of the board’s bylaws. Chris Crockett with the Weber County Attorney’s Office said the county’s civil attorneys could not find any statute granting that body the power to appoint its own members.
Crockett and Harvey both noted that special districts operating within the county government that hold taxing authority should not have autonomy in appointing their own board members without a public process.
The commission also appointed Harvey, Robert Bingham and Francis Helgesen as trustees to the Powder Mountain Water & Sewer Improvement District.
Finally, existing contracts by and between the county an several public defenders were renewed.
