Weber County Commission approves rezoning in Taylor Landing development

This map illustrates Phase 6 development at Taylor Landing after rezoning approved by the Weber County Commission on Tuesday, Feb. 25, 2025.OGDEN — Following a public hearing Tuesday, the Weber County Commission officially approved proposed rezoning for Phase 6 of the Taylor Landing Subdivision development, located near 1800 South and 3900 West. Commission approval was made subject to clarification of the acreage involved.
The approval rezones roughly 73 acres from agricultural (A-1) to single-family residential (R1-15) and 31 acres from A-1 to open space (O-1) to preserve parkland, and comes following a recommendation from the planning commission.
Phase 6 originally was planned as open space for earlier phases. However, this space now will be used for a 72-lot single-family residential development instead. In exchange, the developer, Heritage Land Development, is donating the aforementioned 31 acres to the Taylor West Weber Park District for the creation of a regional park. The park area will be rezoned to O-1 open space to ensure its preservation.
The developer also is transferring water rights historically tied to the donated property to the park district.
In addition to these changes, a 24-acre development agreement was approved for a portion of the land zoned R1-15. That agreement includes requirements related to street/pathway connectivity, infrastructure enhancements, lot size, landscaping and more. The agreement applies only to Phase 6 of the development and not previous phases.
Commissioner Sharon Bolos commented that the planning commission’s recommendation “shows that they support the park district as the park district tries to navigate what they want.” Project documentation is viewable online at https://frontier.co.weber.ut.us/p/Project/Index/19812/.
Also approved during Tuesday’s meeting was an interlocal cooperation agreement with North Ogden City to develop a public park near 3150 North and Mountain Road. The commission previously had discussed the conveyance of the 4.2-acre land parcel to North Ogden at its Jan. 28 meeting.
The commission similarly approved contracts by and between the county and several entities for services and entertainment related to the 2025 Weber County Fair, running Aug. 6-9. Agreements were struck with the Flippenout Trampoline Show (performance), Matt Bergen (bubble tower), The Living Zultar (performance), World’s Funnest Production (photo booth/kids stage shows), DeBracey Productions/Bill Burch (jousting show) and Dino Encounters (education exhibit).
Additionally, contracts were approved for other county-hosted events, including the 2026 LGT World Men’s Curling Championship to be held at the Weber County Ice Sheet and the Utah Gay Rodeo Association’s Crossroads of the West Regional Rodeo, running June 20-22 at the Golden Spike Event Center Riding Arena.
Multiple appointments were made to the board of the West Weber-Taylor Cemetery District and the governing board of the Little Mountain Service Area, respectively. Marlin Kirby has been reappointed to the cemetery district board for a term running through 2028, while Commissioner Gage Froerer and Matthew Hatch were appointed to similar terms on the latter board.
Finally, a cooperative agreement between the Weber County Sheriff’s Office and Weber State University for the provision of law enforcement academy instruction for as many as 30 students through the summer 2025 session received an OK from the commission.
