Weber County Commission contracts representation for Douglas Lovell, funds design of Pineview Loop Trail improvement

OGDEN — The Weber County Board of Commissioners held a brief meeting Tuesday morning at the Weber Center, approving a contract with attorneys Colleen Coebergh and Julie George for indigent legal representation of Douglas Lovell in the convicted murderer’s ongoing case.

Last month, the Supreme Court upheld a state court ruling overturning Lovell’s death sentence. Lovell was convicted of the 1985 murder of Joyce Yost, a South Ogden woman who was killed to prevent her from testifying against him in a rape case.

With the death sentence vacated, the case has been moved to 2nd District Court for a new sentencing trial. Coebergh represented Lovell previously.

Also among the approved items was a donation funding the design of an improvement to part of the Pineview Loop Trail. Eden Valley Trails Trust requested the donation totaling $8,938 to complete the design of a retaining wall on a section of the Pineview Loop Trail along 500 North in Huntsville.

According to project documents, design of the retaining wall began in 2021 and was “90% complete” following that initial work. The requested donation will come from the county option sales and use tax for highways and public transit via Proposition 1, a measure approved by voters in 2015 with the aim of funding transportation improvements to include roads, sidewalks, trails and transit. A previously approved memorandum of understanding allows the Eden Valley Trails Trust to receive future Prop 1 fund donations without requiring separate agreements for each request.

Approved action items from Tuesday’s meeting include the nomination of Beth Holbrook to continue serving on the Utah Transit Authority board of trustees, representing Davis, Weber and Box Elder counties. Trustees are selected by the governor from the pool of nominees; the Weber County Commission is among the bodies charged with nominating an individual.

The commission also appointed David Smith as a trustee to the boards of Nordic Village public infrastructure districts 1, 2 and 3.

Approved consent items include a nondisclosure agreement between the county and the United States Olympic & Paralympic Committee regarding the placement of a training facility for Olympic athletes and a retirement agreement between the county and outgoing Weber County Sheriff’s Office Chief Deputy Phillip Reese.
