Plan Ogden holds second public session on drafting new general plan

OGDEN — The people of Ogden had another opportunity to help shape the next quarter century of growth for the city.

On Wednesday, Plan Ogden hosted the first of two meetings in its second set of public engagement seminars to gather input and feedback to form into a new general plan, set to replace the current general plan which was adopted in 2002.

The meeting, held at Ogden Union Station’s Browning Theater, attracted hundreds of people for a presentation on the first round of public meetings — held in June — and gave the public a chance to look at and judge the three scenarios crafted during that first round of input.

Ogden City Planning Manager Barton Brierley told the Standard-Examiner there’s been positive feedback since the first public session.

“A ton of people from Ogden came to share their thoughts and visions for the future — that’s the thing I’m so thrilled about,” he said. “We’ve just had such great input from a good variety of people.”

He said the first set of workshops was a success.

“The first we had a mapping exercise where we had people give their ideas and then we condensed those ideas into some major themes and then we had people give us feedback on those themes,” he said.

Brierley said one of the biggest findings from the first session was that people are very positive about Ogden and that open spaces, diversity, affordable housing and access to transit were some of the main items brought up by attendees.

“We had 39 maps the groups did,” he said. “We laid those out on the floor, we walked all over them, we studied them, we laid them on top of each other and saw what were the main themes that people were doing. Then we condensed those into the three scenarios that you see here so we could get feedback on those three themes.”

The scenarios presented to attendees included the following:

Scenario No. 1: Livable neighborhoods

This scenario focused on neighborhood infill for home ownership opportunities, building neighborhood centers within walking distance of neighborhoods, improved neighborhood parks and creating shorter trips more ideal for walking and biking.

Scenario No. 2: Community corridors

Under the second scenario, OGX would be expanded along corridors such as Wall Avenue, Washington Boulevard and these commercial corridors would include more mixed-use and rental opportunities. The scenario would also call for park expansion.

Scenario No. 3: Vibrant downtown

The final scenario would place an emphasis on a more livable downtown and increasing family-sustaining jobs. OGX would also see expansion to points such as the airport and Business Depot Ogden.

From here, Brierley said the feedback from Wednesday’s workshop and Thursday’s Spanish-language companion meeting will be combed over in the same way June’s meetings were.

“We want to find what people like about each scenario, what’s most important to them, what the most important goals are and we want to condense that for the next (workshop) into one preferred vision for the community,” he said.

The next set of Plan Ogden workshops on the general plan are set for some time in January. A finalized general plan will go before city officials later in 2025.
