William (Bill) M. Turner

South Weber — Bill was born in Memphis, TN to C. O. Turner II and Elsie Ray Turner on January 1, 1937. He passed away peacefully August 22, 2023. He was preceded in death by his brothers; Robert (Bobby) W. Turner, of Georgia, Raymond (Buster) Turner of Memphis and Howard Kinsey Turner, sister Barbara Ann Mahler, both of Las Vegas, Nevada. He is survived by C. O. (Teddy) Turner III of Memphis and his wife of 40 years, Joan L. Turner. Bill earned his Master Degree from Memphis State University in 1972 while serving full time as a patrolman for Memphis City Police Department. After 12 years as a patrolman he was promoted to a detective in Homicide Division for 5 years. He then was promoted to Lieutenant and transferred to Police Academy for 5 years. He was transferred again to property crimes for the remaining four years. During the last ten years as Police Officer he taught Criminal Justice at Memphis State University and retired from the police department in 1983. In 1983 he started working in Miami Veterans Administration Medical Center as Chief of Police Service. He left the VA in 1985 and started teaching at the Tri County University In South Carolina. Later he returned to the VA in 1986 to teach at the National Law Enforcement School for VA Police Officers. He finally retired in 1999 from the Salisbury NC VA Medical Center and move to Utah.
